In Recognition of Significant Contributions to DE

Fellows of the Directed Energy Professional Society are esteemed members of the
Directed Energy community, noted for creative contributions and distinguished service.
Candidates must have at least 10 years of active practice in DE related fields such as high energy lasers, optics and high power microwave technologies. Those that have had the honor to be elevated to the rank of DEPS Fellow are listed below.

- John Albertine, invested 15 November 2005 in Lihue, Hawaii, was cited for
more than thirty-five years of continuing system engineering contributions to Navy
and DoD development, integration, and performance testing of directed energy systems;
recognized by all three services as a major source of systems expertise for emerging
directed energy weapon systems.

|
- Jeff Alexander, invested 11 March 2020 in West Point, NY, was cited for
his contributions in pulsed power, HPM and RF (radio frequency) source design spanning more than 35 years. Alexander was responsible for the pulsed power leadership of the CHAMP program, which resulted in the first successful integration/ flight demonstration of an HPM payload on a missile.

- Tim Andreadis, invested 3 November 2009 in San Antonio, Texas, was recognized
for his outstanding contributions to the United States for enchancing the survivability and effectivenss on our warfighters
by investigating the effects of Radio Frequency Directed Energy on electronic threat systems and developing the technology
needed to help evaluate the military utility of RF DEW concepts for ship and harbor protection.

- William Baker, invested on 16 November 2010 in Bethesda, Maryland, was cited
for demonstrating exemplary and visionary leadership in Directed Energy. He initiated many ground-breaking programs in pulsed power, high energy
particle beams, high power microwaves and other directed energy technologies and applications. Dr. Baker is a founding member of the Directed Energy
Professional Society and served two terms as DEPS president.

- Frederick (Fritz) Benning, invested 13 November 2002 in Monterey, California, was cited
for forty-six years of outstanding contributions to and leadership of the programs that are the
foundation for directed energy in our nation.
|
|
|
- Jorge Beraun, invested 1 November 2006 in Albuquerque, New Mexico,
was cited for significant contributions to the field of Directed Energy. He is one of this country’s leading
experts in laser lethality and target vulnerability studies.

|
- Kenneth Billman, invested 13 November 2002 in Monterey, California, was cited for a
lifetime of developing Directed Energy, and especially for recent contributions to the Airborne
Laser Beam Control System.
|
|
|
- Samuel Blankenship, invested 18 November 2013, was cited for guiding DEPS through its
formative years, as well as a long career at the Georgia Tech Research Institute. He continued to serve the DE community as the
publishing editor for the Journal of Directed Energy until his passing in 2018. DEPS has since named a memorial graduate scholarship award in his honor.

- Robert Butts, invested 23 October 2003 in
Albuquerque, New Mexico, was cited for 33 years of outstanding contributions to the
advancement of High Energy Laser beam control in adaptive optics, tracking and pointing,
and in critical support of the Airborne Laser Program through his technical leadership
in the AFRL ABL technology program.

- Ed Duff, invested 10 April 2019 in
Destin, Florida, was cited for his more than 40 years of contributions as a technical leader and an innovative advocate for the directed energy community, and is recognized for having originated and lead multiple programs that conceptualized and demonstrated laser weapons.

- Steven Fiorino, invested on 27 April 2022 in Mobile, Alabama,
was cited for outstanding contributions to the development and integration of realistic atmospheric characterizations in DE performance models and field tests; education of military officers and industry partners; and unabated service to DEPS.
|

- Jacqueline Gish, invested 20 October 2004 in Rockville, Maryland,
was cited for significant contributions to the Directed Energy community through personal technical
contributions to laser technology development and the integrity of her management and leadership
of solid-state laser research and development.

- Steve Griffin, iinvested on 27 April 2022 in Mobile, Alabama,
was cited for laser line-of-sight jitter experimentation, characterization and mitigation for airborne laser and space applications.
|
|
|
- Arthur Guenther, invested 23 October 2003 in Albuquerque,
New Mexico, was cited for pioneering leadership in laser induced damage of high power optical materials,
revolutionary concepts in optical materials and optics manufacturing, leadership and support to pulsed
power technology, and exemplary guidance in enabling the infrastructure of Directed Energy technology.

- Kirk Hackett, invested 1 November 2006 in Albuquerque, New Mexico,
was cited for significant technical contributions and visionary technical leadership in the areas of
high power microwaves and RF Active Denial non-lethal directed energy weapons development.

- Kelly Hammett, invested 2 March 2015 in Anaheim, California,
was cited for outstanding leadership and technical contributions in the development, integration, and test
of the Airborne Laser and other major HEL weapon systems, and advancing the maturity of imaging and
surveillance beam control technologies.

- Brad Hoff, invested on 27 April 2022 in Mobile, Alabama,
was cited for his significant contributions to basic and applied research in high power microwave and millimeter-wave Directed Energy Technologies.
|

|
- Richard Holmes, invested on 16 November 2010 in Bethesda, Maryland,
was cited for 26 years of exceptional technical leadership and innovation in beam control for directed energy
applications.
|

- James Horkovich, invested on 14 February 2017 in Huntsville, Alabama,
was cited for technical contributions to high-energy lasers of international impact, enhancing our national defense and
improving technical capabilities available to our warfighters and playing a key role in establishing DEPS as the premier
Directed Energy organization for industry, academia, and government.

- Martin Hubbard, invested on 16 November 2010 in Bethesda, Maryland,
was cited for his outstanding leadership of the United Kingdom RF Directed Energy Weapons and Non-Lethal weapons
programs. His personal efforts to foster closer ties between the United States and the United Kingdom have
resulted in a long string of mutually beneficial joint programs.

- Eric Jumper, invested on 14 November 2011 in La Jolla, California, was cited
for his unmatched contributions to the laser community, especially regarding aero-optic laser beam interaction, absolute
dedication to pursuit of significant advanced research, teaching and mentoring the next generation of laser technologists.

- Dave Kiel, invested on 24 March 2021 during the virtual Annual DE S&T Symposium,
was cited for his Exceptional leadership driving Navy DE Programs including the first at sea Laser Weapon System (LaWS) deployment on a Naval Combatant which invigorated significant increases in Navy DE funding and focused development.

- Demos Kyrazis, invested on 16 November 2010 in Bethesda, Maryland,
was cited for his service as program manager for the USAF Airborne Laser Laboratory where he laid the foundation
for Directed Energy Weapon Beam Control. After 55 years of service, he is still making fundamental contributions
to understanding atmospheric propagation.

- Charles LaMar, invested on 14 February 2017 in Huntsville, Alabama,
was cited for over 30 years of contributions in the fields of high-energy laser lethality and advanced beam control technologies.
He is considered one of the nation’s leading experts in the laser lethality and target vulnerabilities.

- William (Pete) Latham, invested 18 November 2008 in Honolulu, Hawaii,
was cited for outstanding scholarship in the fields of directed energy, beam control and laser technology, and
for consistent and tireless support of the Directed Energy Professional Society, its members and activities.

- William Laughlin, invested 15 November 2005 in Lihue, Hawaii, was cited for
thirty-six years of dedicated and meritorious efforts related to the understanding
of laser/material interactions, the assessment of target vulnerabilities, and the
establishment of laser weapon lethality criteria.

|
- Michael Lavan, invested on 14 February 2017 in Huntsville, Alabama, was cited for
exceptional advancements, technical insights and leadership contributions made to the overall advancements of high energy laser systems
throughout his highly successful career in service to the US Department of Defense.
|
|
|
- Chris Lloyd, invested on 21 May 2024 in Colorado Springs, Colorado, was cited for
a career dedicated to service, the development of Naval Directed Energy lethality capabilities, and leadership.
|
|
|
- Dianna Loree, invested on 21 May 2024 in Colorado Springs, Colorado, was cited for
outstanding scientific and technical leadership in directed energy science and systems, bringing
DE technology to the warfighter in the field in an operational environment.
|

|
- Justin Mansell, invested 28 February 2018 in Oxnard,
California, was cited for his development of advanced laser models in the wave optics code and
his innovative development of advanced, low cost, high power deformable mirrors which represent
the state-of-the art in this component, critical to the success of high power beam control
systems.

- Louis Marquet, invested 14 November 2011 in La Jolla, California, was cited for his four decades of
pioneering research, leadership, and advocacy of Directed Energy and sustained contributions to the DEPS organization.
|
|
|
- Paul McManamon, invested 26 November 2012 in Albuquerque, New Mexico, was cited for his development
of beam control options for laser weapons, including optical phased array technology.
|
|
|
- Paul Merritt, invested 28 February 2018 in Oxnard, California, was cited for his 43 years of revolutionary achievements in beam control, pointing and tracking techniques, for high energy laser systems, and his extensive contributions to the Airborne Laser and Space Based Laser programs.
|
|
|
- Tom Meyer, invested 18 November 2013, was cited for his numerous contributions to the development
of high energy laser technologies, his leadership of the Directed Energy program office for the Strategic Defense Initiative, as well as leadership
in DE efforts at both DARPA and the AF Research Lab.
|
|
|
- Stephanie Miller, invested 18 November 2008 in Honolulu, Hawaii,
was cited for leadership in the fields of radio frequency radiation bioeffects and non-lethal directed energy
weapons development, including technical contributions to the development of the Active Denial System.
|

- Nicholas Morley, invested 10 April 2019 in Destin, Florida,
was cited for his outstanding leadership and technical contributions in the development, integration, and test of major AF HEL weapon systems and for directing research efforts in beam control, AO, laser source development, and High Energy Laser Subsystem Integration.

- Michael Murphy, invested on 7 November 2007 in Huntsville, Alabama,
was cited for excellence in national and international contributions and leadership on the bioeffects of Directed
Energy, including research, health and safety standards setting, enabling DE weapons, and professional service.
|
|
|
- Mark Neice, invested 26 November, 2012 in Albuquerque, New Mexico, was cited for technical leadership
and building organizations dedicated to the advancement of directed energy technologies as well as creating and enabling a highly effective
interactive community to achieve breakthrough technical goals.
|
|
|
- George Neil, invested 1 November 2006 in Albuquerque, New Mexico,
was cited for constructing and bringing into operation the world’s most powerful CW Free-Electron
Laser at 10 kW, also the world’s first FEL to lase at the second and fifth harmonics. He also performed the
first demonstration of FEL oscillation with a tapered wiggler for high efficiency and the first measurement of
optical beam quality in an FEL.

- Ellen Pawlikowski, invested 11 March 2020 in West Point, New York,
was cited for her more than 32 years of service to our nation and exceptional leadership that led the Airborne Laser to "First Light" and unending visionary guidance and contributions, which pioneered a focus driving DE technologies to employment.
|
|
|
- Glen Perram, invested on 7 November 2007 in Huntsville, Alabama, was
cited for significant contributions to the development of directed energy weapons through outstanding research
in the area of chemical lasers, leadership in the education of military officers, and service to the profession
through DEPS.
|
|
|
- Robert Praus, invested on 10 April 2019 in Destin, Florida, was
cited for his more than 30 years of major contributions to directed energy in the areas of modeling and simulation beam control hardware development, system testing, data analysis, and project management.
|
|
|
- Martin Richardson, invested on 24 March 2021 during the virtual Annual DE S&T Symposium, was
cited for his longstanding commitment to Directed Energy through globally-recognized academic research in high energy lasers and laser-interaction science, and to the education of the next generation of scientists and engineers.
|
|
|
- Thomas Romesser, invested 13 November 2002 in Monterey, California, was cited for 25
years of significant contributions to the Nation's Directed Energy development program through
the direction of TRW's directed energy efforts and promoting the interests of the Directed
Energy Community.
|

|
- Sean Ross, invested 5 April 2023 in Monterey, California, was cited for
cited for his outstanding technical contributions in the development and transition of laser-weapon systems to the operational
environment including beam-quality characterization methods, power- and-thermal integration analysis, system environmental
testing, and system integration readiness assessments.
|
|
|
- Harold Schall, invested 18 November 2008 in Honolulu, Hawaii,
was cited for outstanding leadership and technical contributions in the development, integration, and test
of the Airborne Laser and other major HEL weapon systems and advancing the maturity of HEL wavefront
control technologies.

- LaVerne Schlie, invested 18 November 2008 in Honolulu, Hawaii,
was cited for his exceptional research and numerous contributions to the field of high-energy lasers and
high-power microwaves as well as his critical role in transitioning the technologies for use in
directed-energy applications plus incorporating international HEL activities into the scope and forum of DEPS.

- J.Thomas Schriempf, invested 13 November 2002 in Monterey, California, was cited for a
career committed to directed energy research and development and his invaluable contributions to
both the science and engineering of high energy lasers and our national security.

- Paul Shattuck, invested 28 February 2018 in Oxnard, California, was cited for his over thirty years of demonstrated leadership and engineering contributions to the development, integration, and test of high energy laser systems and specifically in the maturation of the beam control systems for the Airborne Laser and Space Based Laser programs.

- Donald Shiffler, invested 14 February 2017 in Huntsville, Alabama, was cited for
leadership in the development and fielding of rep-rate high power microwave devices for national defense and security applications.
|
|
|
- Sadegh Siahatgar, invested 15 November 2005 in Lihue, Hawaii, was cited for
more than thirty years of significant contributions toward development of Navy and DoD Directed
Energy Systems, specifically in the fields of high energy laser optics, optical coatings, and optical
metrology.

- Alfred Skolnick, invested 20 October 2004 in Rockville, Maryland,
was cited for extraordinary leadership, engineering acumen, and sustained superior performance
over a thirty year period of making consistent and singular contributions to the forward
progress of Directed Energy weapons for our Nation.

- Jack Slater, invested 3 November 2009 in San Antonio, Texas, was recognized
for over thirty years of distinguished contributions to the evolution of lasers to weapon class powers including
incorporation of a proven methodology for independent measurement and validation of HEL system metrics.
|

|
- Phillip Sprangle, invested 15 November 2005 in Lihue, Hawaii, was cited for
over thirty years of outstanding scientific leadership and exceptional research in
directed energy, high energy laser propagation, free electron lasers, and advanced
particle accelerators.
|

|
- C. Martin Stickley, invested 14 November 2011 in La Jolla, California, was cited
for leadership in the development of efficient diodes for pumping solid state lasers and of IR laser windows, and to the
understanding and compensation of thermal effects in solid state lasers.
|
|
|
- David Stoudt, invested 15 November 2005 in Lihue, Hawaii, was cited for
exemplary leadership and engineering sagacity over a sustained period making
consistent contributions to the forward progress of the U.S. Navy's Directed
Energy Weapons Program.

|
- Brian Strickland, invested 11 March 2020 in West Point, New York, was cited for
his more than 30 years of contributions to the HEL community and for having been one of the Army's foremost authorities on High Energy Laser systems.
|
|
|
- John Tatum, invested 20 October 2004 in Rockville, Maryland,
was cited for outstanding contributions in investigating the effects of Radio Frequency Directed
Energy on electronic systems, developing prediction tools/databases, and evaluating the utility
of RFDEW for warfighters.
|
|
|
- David Titterton, invested 10 March 2016 in Albuquerque, New Mexico,
was cited for his 45-year career in DE-related science. He continually engages the DE community and beyond,
demonstrated by how he embraces international relationships and reaches out to both young and seasoned minds
in order to advance scientific knowledge. His work is noted in over 150 technical reports and several books
that he has authored.

- Keith Truesdell, invested on 16 November 2010 in Bethesda, Maryland,
was cited for two decades of dedicated leadership in the development and scaling of chemical oxygen iodine lasers
to megawatt-class power levels and validation of that performance through ten years of Airborne Laser testing.
|
|
|
- Robert Ulibarri, invested on 21 May 2024 in Colorado Springs, Colorado, was cited for
revolutionizing the understanding of the multi-physics phenomena involved with laser material interaction
leading to the transitioning of timely and accurate lethality information across the Directed Energy
community.

- Patrick Vail, invested 23 October 2003
in Albuquerque, New Mexico, was cited for technical and management contributions
to the advancement of the full spectrum of the U.S. Directed Energy program
through development and assessment of system concepts in high power microwaves,
high energy lasers, and particle beams.
|
|
|
- Matt Whiteley, invested on 21 May 2024 in Colorado Springs, Colorado, was cited for
outstanding scientific achievement, technical leadership, and product development within the field of
Directed Energy. Achievements include major advancements in the quantification of atmospheric
turbulence and the study of aero-effects.
|
|
Nominating a DEPS Fellow
Individuals nominated for selection as a DEPS Fellow must have at least 10 years
of active practice in DE-related fields. In addition, both the candidate and the nominator must be a current
member of DEPS. It is suggested that you obtain a copy of your candidate's resume
as it should provide most of the details that are required the nomination.
Candidates for Fellow shall be exemplified according to the contributions made relative to the following three topic areas:
- Professional Technical Accomplishments: These are personal accomplishments that can include technical papers and publications, classes taught, critical program support, inventions, significant research, etc. The accomplishments must show that the candidate was the lead, not just a contributor or team member.
- Service to DEPS: This should show a continuing and significant support of the DEPS organization through leadership such as Symposia Session Chair, Symposia Chair, program or technical committee, representative of DEPS at other events (e.g. Old Crows), or Board of Director member. It can also take the form of leadership of local STEM activities and judging events with DEPS sponsorship. Participation as a briefer or exhibitor at DEPS events is not sufficient for this topic.
- Service to the DE Community: Accomplishments outside of DEPS service or as the lead contributor. This can take the form of a long-term leader who has made significant contributions to the overall progress of Directed Energy. It can also be represented by team membership with other professional societies, directed energy projects that resulted in a major accomplishment, or STEM involvement that was not supported by DEPS.
Members of the DEPS Board of Directors, the DEPS Board of Scientific and Engineering Advisors,
and the DEPS professional staff are not eligible to be nominated as Fellows.

Nominations are accepted throughout the year, but new Fellows packages are reviewed and approved
beginning in November for announcement at the Symposium in the Spring. Packages for the current
year cycle must be submitted by 30 November.
